To qualify to participate in the Selection Process, a prospective participant must be an Employee in the Public Service of the Government of Akwa Ibom State whose appointment have been confirmed, and within Salary Grade level 01 to 08.
The Akwa Ibom State Government, through the Ministry of Housing shall verify the identity, personal details and eligibility of each applicant to confirm that the criteria stated in Clause1.1 of these Guidelines have been complied with. Accordingly, Government shall disqualify persons from participating in the Selection process where the participant is found to be in breach of the conditions stated in these Guidelines; or have provided false personal details; or have been involved in double participation; or have exerted undue influence in the Selection Process; or have manipulated the Selection Process.
Procedure for Participation
A prospective participant who has satisfied the criteria in Clause 1 above shall register and purchase an Expression of Interest Form in the sum of N30,000.00 (Thirty Thousand Naira) only, (non-refundable fee) online via www.housing.akwaibomstate.gov not be more than seven (7) days before the date slated for the Selection Process.
Selection Process
Government shall carryout a random and unbiased Selection process where all qualified participants would have an equal chance of being selected to own a two-bedroom semi-detached bungalow (in these Guidelines referred to as the "Property") at the Grace Estate.
In carrying out the process above, Government shall communicate the date, time and venue for the Selection process to all eligible participants at least seven (7) days before the date slated for the selection.
Selection and Notification of Successful Participants and Allocation of Property
The selection of successful Participants shall be done in line with the Selection process stated in Clause 3 of these Guidelines. Successful Participants shall be notified via SMS, email and with a message on their account via www.housing.akwaibomstate.gov the Property to the successful participants shortly thereafter.
Payment of Processing Fees, Charges and Taxes
A successful Participant shall be required to pay a processing fee of N20,000.00 (Twenty Thousand Naira) only within twenty-one (21) working days from the date of completion of the Selection process, and at the expiration of the said twenty-one (21) working days where the successful participant does not pay the prescribed processing fee, Government shall reserve the right to with draw the offer for the property and conduct another Selection process to allocate the property
Upon taking up possession of the Property, successful Participant shall also pay charges and taxes as may be required for the registration of the Property with the Ministry of Lands.
Cancellation of the Selection Process
Government reserves the right to cancel the Selection Process at anytime without prior notice where a force majeure event occurs, or there is a suspicion of abuse of the Selection Process; or the Selection Process is found to have contravened the provisions of extant laws.
Where Government cancels the selection process in line with Clause 6.1 of these Guidelines, the N30,000.00 (Thirty Thousand Naira) only paid by the participant for registration and purchase of Expression of Interest Form shall be refunded to the participant. In the event of cancellation of the selection process, the Participant shall not be entitled to make any claim against the Government and Government shall not incur any liability in respect any claims.
Publication of the Successful Applicants
The names of successful Participants shall be published and posted on Government website, notice boards of all MDAs, Government social media handles and selected radio stations. All publications of successful participants shall carry only the surname and initials of the other names of the successful participant along with the Ministry or MDA of the participants.
Registration of Property
The successful participant shall duly register the property and complete the necessary documentation with the Ministry of Lands within thirty (30) working days of the completion of the selection process and handing over of the Property to the successful participant.
Data Protection
Goernment shall process the name and address of the selected applicants only for the purpose of carrying out the selection process and the data of applicants shall only be stored as long as it is necessary for the processing of the selection process or due to legal obligations.
At the completion of the selection process, Government shall ensure that the data is safely deleted or stored in a form which are no longer identifiable or not susceptible to cyber-attack.
A Participant shall have the right of access, rectification, erasure, restriction of processing and data portability regarding the processing of the Participant’s data. If a Participant’s data is only processed on the basis of a legitimate interest, the Participant shall also have the right to object. If the data processing is based on a Participant’s consent, a Participant have the possibility to revoke his/her consent at anytime.
A participant who intends to exercise his/her right in respect of his/her data or wishes to provide any queries regarding the processing of his/her data, may contact the Directorate of ICT and Digital Services, Governor's Office; or State (Dakkada) Secretariat Extension, Uyo.
General Provisions
The invalidity of a provision of these Guidelines shall not affect the validity of the remaining provisions, and by participating in the selection process, all participant acknowledge that they have read, understood, and agree to be bound by the provisions of these Guidelines.
These Guidelines maybe amended, modified or altered by Government as it may become necessary for the effective, efficient and transparent conduct of the Selection process.
